The EC's position: not unreasonable on the face of it

A key objective of the EC's strategy for the development of ports is to establish clearer rules which set high quality standards for access to the port services market, and make procedures more transparent. Commercial port services" and in particular cargo handling, passenger services, towage, pilotage and mooring" are normally payable in addition to the fees charged for calling at a port. Charges for these services represent the bulk of the total costs of port visits for ships, and of port transit for cargo. They must be efficient, flexible, and competitively priced if shipping is to be cost-effective as a component of overall transport solutions, not just for the long-haul transport of bulk cargo but for an increasing range of containerised goods. This in turn requires a competitive market for these services, responsive to the changing needs of existing and potential customers.

Kalmar has landed an order from Libra Terminais of Brazil for 13 ContChamp DRF reachstackers for Santos and Rio de Janeiro. The machines will have a lifting capacity of 45 tons and can stack containers 6 high.

What price a Reachstacker?

While manufacturers describe their reachstackers as being 'competitively' priced, terminal operators are sometimes a little more forthcoming. Informed sources point out that Kalmar's current ContChamp DRF model can be picked up for around US$500,000. This represents a premium of around 7.5% when compared to other European manufacturers.

Mobile to lure business with new terminal

Alabama governor Bob Riley has signed into law a Bill providing US$80m to the port of Mobile for the construction of a new container terminal. The remaining funding for the US$300m project will come from Alabama State Docks revenues and a private terminal partner yet to be identified.

History gives way to progress

"The march of progress leaves little room for sentiment, " said Bruce Koch, as he watched a contractor high above at work with a cutting torch. Koch, the Port of Tacoma's electronics technology manager, was witnessing the unceremonious dismantling of an important piece of port history. As dozens of long-time port employees watched the sparks fall to the ground, "Big Red" - the port's first container crane - was dismantled and hauled away as scrap metal.

Representatives of an Australian shipping company have visited Israel with a view to purchasing Eilat Port. The group is also reportedly interested in investing in the proposed rail link between Eilat and Ashdod which could provide an alternative to the Suez Canal. Also interested in acquiringAlso in the bidding for Eilat is Israel Shipyards, which owns yards in Haifa where it has been granted a license to compete for cargo traffic against the incumbent stevedoring company.

ABG/Voltri win Kandla box terminal concession

India's ABG Heavy Engineering in partnership with Genovabased Voltri Terminals has been awarded a contract to develop and operate a US$46m container terminal at Kandla port. Its bid, which involves a 48.997% revenue share, was more attractive than those tendered by either Afcons/Hamburg Port Authority or Gammon India/Mersey Docks & Harbour, which offered 33.399% and 16.974% respectively of their annual revenues.

Busan rewards transhipment loyalty

Busan Port Authority is to return US$12.14m to 52 shipping lines as a reward for moving at least 3% more transhipment cargo through the port in 2004. This is a significant rise on the US$8.35m the port returned in 2003. The incentive programme, along with the policy of cutting port fees, essentially aims to boost the amount of cargo being shipped through this regional hub. In 2004, transhipment traffic amounted to 42.1% of the 11.4m containers that the port handled, itself an increase of 11% over 2003.

CentrePort Wellington is to purchase two new Liebherr quayside container cranes at US$7.14m apiece. The acquisition of the postPanamax, twin-lift capable cranes is linked to the port company's recent receipt of a coastal dredging permit to deepen its wharves and harbour entrance to accommodate coming generations of larger containerships.

The president of Santos Port Authority (Codesp), Jose Carlos Mello Rego, says that the port will have reached the limit of its effective design capacity within the next three years. He therefore insists that major infrastructure and expansion work must go ahead, given that the port will handle a combined 70m in 2006.

Equipment spending boom in Brazil?

Seven Brazilian container terminals are investing US$82.8m in new equipment to expand capacity on average by around 30%. In part, they are taking advantage of the Reporto programme, which waives federal taxes on national and imported assets for use by ports. This tax break, which will end in 2007, is estimated to save between 30% and 40% of the total cost of any investment.

Porto Alegre completes harbour move

After 81 years of activity at Maua Harbour, Porto Alegre has moved operational activities to Navegantes Harbour, some six kilometres further north, but closer to the city centre. This area, which has 4.6km of quay, has increased the port's capacity from 2,000 to 4,500 tonnes per day. The aim is now to increase the depth of the access channel to enable 18,000dwt vessels to access the port.

Mersey Docks and Harbour Company (MDHC) has been sold to Peel Ports for £771m. Peel already has port operations in Clydeport and the Manchester Ship Canal, whilst MDHC operates in Sheerness, Chatham, Heynsham, Dublin as well as Liverpool. Both interests have development plans.

Kommerling seals refurbish lock gates

Kommerling, manufacturer and supplier of sealants and adhesives, has supplied 360 litres of its Rallithane 810 to Bristol City Docks for sealing its refurbished inner lock gates. Each gate measures 10 metres square is over a metre deep and weighs 75 tonnes. This contract follows a successful application of the Kommerling product on the outer gates last year.

KCI Konecranes supplies 30 RMGs to APMT

Maersk has contracted KCI Konecranes for the delivery of 30 RMGs to APM Terminals' new state-of-the-art container terminal in Portsmouth, Virginia. The contract calls for deliveries to begin in October 2006, and includes the option for an additional 30 cranes. APMT's new Virginia container terminal project is the largest single private investment in container terminals in the US.

Taxing times: municipalities must see things in perspective

Another issue facing ports today is addressing the changing dynamics of how municipalities tax their landholdings. Many regulatory bodies are discovering that their statutory valuation methods and ratings or property assessments have not been, in their opinion, generating sufficient tax revenue based on what they believe the port is worth. Ports need to take an active role in presenting and defending their case in order to strike a proper balance between the needs of the regulatory taxing body and their mandates, such as generating exports, jobs and maintaining a reliable and efficient point of distribution for exports and imports plus numerous other contributions to the community. All this is more easily accomplished when accurate property data is available.

TOC provides a wealth of ideas and material for a magazine like ours and the recent event in Antwerp was no exception. We catch those conference sessions we can and download the speakers' papers from those presentations we can't get to, to mull over later. We chat with people who we know otherwise only by telephone or email. We entertain and are entertained. We are paid compliments which is gratifying but, lest we become smug, we have to eat humble pie when we get things wrong (see page 14 - sorry about that MAFI. They say doctors bury their mistakes, lawyers hang them, but journalists put theirs on the front page. ) All in all the TOC experience is very rewarding though. We even get to talk to our competitors and - surprise, surprise - find we actually get on with them. We interview people who are wise enough to know that sharing their knowledge and experience can only help the industry at large. We sell ('we' meaning our amazing advertisement sales manager, Leanne Taylor - who can say no to her? ) But imagine our surprise - and pride - when we learn PS is considered an invaluable research source in helping TOC's worthy organisers structure the conference programme itself - praise indeed! At least it tells us we've got our finger on the industry's pulse.
