Cozumel reconstruction grinds to a halt

The Mexican Ministry of Transport and Communications (SCT) has ordered SSA México to stop all reconstruction work it was undertaking on the quayside at the port of Cozumel, claiming it has not received authorisation to do this.
The Ministry claims that work that has already been undertaken is not in accordance with the original project as presented, since this was an effective expansion of the quay.
The background to the project relates back to a communiqué issued by the SCT following the destruction of installations at the port by hurricane Wilma. The communiqué gave its blessing to any reconstruction work, as long as this did not involve modifications to existing assets.Should the concessionaire wish to introduce changes, then these had to be approved by the Ministry.
Therefore the extension by 60 metres of the quay in the concession operated by TMM Puertos y Terminales has been deemed illegal. Nevertheless, the company is allowed to continue operating while the SCT decides whether or not to retrospectively authorise the project.
