Inadequate publicity regarding the launch of a concession ' potential bidders remain unaware Inadequate time made available to potential bidders to submit Expressions of Interest and detailed bids Making the purchase of bid documents unnecessarily complicated and cumbersome Not allowing adequate time for access to the related data room or proper due diligence Placing an unduly heavy and cumbersome workload on incoming investors as regards the translation of bid documents and submission of bid documents Launching a concession when inter-related issues have not been fully and/or properly dealt with ' for instance labour retrenchment or port pricing issues Ensuring transparency in the bid process and the arm's length evaluation of bids Offering a concession but effectively aiming to stay involved through attaching 'strings' to it Ensuring the exclusivity of a concession Offering an inadequate period for the length of the concession in relation to the investment required Not properly maintaining the confidentiality of bid processes
