The government of Ecuador has not ruled out launching a new tender for the concession to run the port of Guayaquil, while in the meantime it has commenced restructuring of the port authority both there and in the cities of Manta, Esmeraldas and Puerto Bolívar. Guayaquil, it is argued, needs a strategic partner – similar to HPH’s involvement at the port of Manta - to fund the investment needed in both infrastructure and equipment.
