Bureaucracy delays Indian port development

Radical changes need to be made to India's decision-making process if it is to achieve its aim of doubling port capacity to 1.5bn tonnes by 2011-12.
This is the view of industry experts, reacting to a proposed massive investment programme. A local consultant noted that 56% of port development programmes do not start as scheduled because of bureaucratic delays.
In all, $12.92bn will be needed by the ports sector to reach the target tonnage, while shipping and inland waterways will require a further $10.57bn by 2015.
