Queensland let off lightly by review

Queensland ports have been given a general “pass” mark for their competitive performance by a state government review into port competition and regulation.

The review covered the ports of Brisbane, Gladstone, Hay Point, Mackay, Abbot Point, Townsville and Weipa.

Its key conclusions were that government ownership has enabled ports to take a broader focus on assisting the economic growth of their hinterlands; that no further port regulation is required; and that the background threat of regulation has dissuaded ports from using monopoly power.

However the report also found that more integrated planning is required for infrastructure in the central Queensland coal supply chain.

Queensland's infrastructure minister John Mickel reacted to the report by saying it was positive, but among the areas of interest were the role port authorities played in managing the handling and storage facility operations at significant Queensland ports.

"Several stakeholders raised issues regarding the requirement for a whole of supply chain approach to be utilised in planning for the future expansion of port facilities and also in applying regulation where deemed necessary,” Mr Mickel said.

Many respondents to the review also said that State Government ownership of Queensland's port system was assisting in regional economic growth, he said.
