Brazilian law shift to cripple concessioning efforts

Existing concessionaires in Brazilian ports are alarmed by plans government to change current legislation governing the construction of private ports.
At the moment, private-sector investors involved in port projects have to own more than half of all cargo being handled there under part of the so-called Antaq resolution, which was adopted in 2005.
However, there is concern that existing private terminal concessions would be put at a disadvantage by any change in legislation. In addition, stevedores are opposed to the measure, which they see as effective privatisation of port terminals.
