New port plan for Ukraine

The Transport and Communications Ministry in Ukraine has produced a new port development strategy, allowing ports to be operated on a landlord basis.
The idea is to attract new investment to offset problems in funding infrastructure upgrades faced by the state.
The ministry says that depreciation of fixed assets has reached 90%, which it acknowledges requires immediate remedial action.
