CDM standards enforce quality levels

In many countries there are regulations covering the fender construction phase, operation, maintenance and eventual decommissioning.
In the UK a good example is the Construction (Design and Management) Regulations 2007, better known as CDM 2007. This legal requirement puts special emphasis and responsibility on clients, designers and contractors for health and safety.
CDM 2007 and similar regulations apply to all levels - from specifiers and buyers to draftsmen and on through to those responsible for ensuring fenders are properly installed and commissioned.
As more fender suppliers move their manufacturing facilities to low-cost countries like China and India, there is a clear shift of responsibility and liability back on to those working in the project country. Similar regulations exist in most European Union countries and many other parts of the world, representing not just good practice but a legal requirement with the real prospect of criminal liability for accidents resulting from non-compliance.
