'Emergency' call in Costa Rica

Users of the Costa Rican ports of Moín and Limón have called on the government to declare a state of national emergency for port operations.
They claim that the decision to implement a four-shift working day has resulted in a lack of personnel to work one of the nominated shifts, which is usually that between midnight and 6 a.m. or between 6 p.m. and midnight.
