Second Montevideo box terminal getting second look

Authorities in Uruguay are taking a second look at the project to build a second container terminal in the port of Montevideo.
All concerned agree the need for such a facility, but there is disagreement on how it should be developed.
In 2009, a new law was passed allocating the concession to a public entity, which was then to auction it as a means of speeding up the entire concession process.
No bidders attended the auction, prompting the government to consider a new way of finding a buyer.
