Work is about to commence imminently on the new breakwater, with the contractor, Hyundai, already involved in dredging work.
However, no infrastructure work can be started on the quays until at least two kilometres of breakwater are in place.
Operational services are slated to begin in 2012, with a 35-year concession on offer.
