Whilst it is understood that these measures cannot replace the need for extra port capacity, the Beating Port Congestion document does contain some useful ideas. Port\/terminal operators should, it says:<\/p>\n
liaise with the port community by timely dissemination of volume forecasts during their expected peak periods communicate during the peak to key players in the supply chain essential information such as:<\/p>\n
vessels working and estimated time of departure, yard capacity, vehicle turnaround time, rail operations status, resource status, prospects for next 24 hours<\/p>\n
identify, agree and communicate measures and contingency plans to reduce congestion and potential bottlenecks at the port\/terminal interfaces to carriers (deepsea shortsea\/feeder), rail operators, road operators (merchant and line haul), freight forwarders and nvoccs (non vessel owning common carriers)<\/p>\n
capture pre-arrival information from carriers, freight forwarders, nvoccs and importers as appropriate, to identify onward mode of transport in order to allow prepositioning of containers close to respective road, rail or transhipment interchange areas<\/p>\n
communicate to the port community, including hauliers, the ‘off-docking’ policy of expected long-stay containers, encouraging early identification to avoid double handling encourage hauliers to use off-peak times, e. g. through a vehicle appointment system or other means,<\/p>\n
and communicate opportunities and incentives for off-peak operations reduce import free storage periods during the peak season to encourage rapid evacuation of imports reschedule non essential port and terminal maintenance outside of the peak period.<\/p>\n","protected":false},"excerpt":{"rendered":"
