The Club is highlighting the potential for theft, fraud or even terrorism offered by the increasing use of PIN numbers to secure the release of cargo containers from a growing number of ports and terminals on both sides of the Atlantic. It is urging all concerned with the process, whether shippers, carriers, terminals or hauliers, to ensure the security and integrity of the PIN system.<\/p>\n
TT Club’s investigative office, Signum Services Ltd, points out that the switch to PIN codes was driven primarily by issues over the lack of security in the previous paper-based system, but now similar concerns bedevil the use of PINs themselves. And ports in the United States, which are increasingly adopting the use of PIN-based releases, are finding the same problems ranging from negligence to deliberate criminal intent that trouble operators and insurers in the UK.<\/p>\n
“It’s in the port operator’s interest not to know PIN codes, ” says TT Club’s Colin Fordham “PINs should be generated by shippers or carriers, depending on the route, and passed into the port’s computer system electronically, ” he advises. “Port personnel should have minimal access.”<\/p>\n
“The biggest problem is complacency, ” stresses Fordham. “Having the PIN code is akin to having the original bill of lading, ” he says. “We are aware of situations where PINs are routinely printed out and left lying about, and it’s certainly not unheard of for hauliers, who may be subcontracting a container pick-up through two or more intermediaries, to leave the PIN and delivery details in a local garage for collection!”<\/p>\n
