{"id":3912,"date":"2014-02-11T11:39:00","date_gmt":"2014-02-11T11:39:00","guid":{"rendered":"https:\/\/portstrategy.nfdtesting.uk\/coastlink\/2014\/02\/11\/talks-continue-on-panama-locks-project\/"},"modified":"2026-08-27T15:35:54","modified_gmt":"2026-08-27T14:35:54","slug":"talks-continue-on-panama-locks-project","status":"publish","type":"post","link":"https:\/\/www.portstrategy.com\/coastlink\/2014\/02\/11\/talks-continue-on-panama-locks-project\/","title":{"rendered":"Talks continue on Panama locks project"},"content":{"rendered":"<p>Grupo Unidos por el Canal (GUPC), the Panama Canal Authority (ACP) and Zurich North America, the surety bond under the contract for the third locks, are <a href=\"http:\/\/www.portstrategy.com\/news101\/world\/americas\/panama-canal-works-hang-in-the-balance\" target=\"_blank\">arguing it out<\/a> over who should pay for additional costs incurred by the project.<\/p>\n<p>After two weeks of negotiations, which saw production levels drop to 25%, almost all activity has ceased.<\/p>\n<p>Now, ACP has sent GUPC a counter-proposal that will enable the continuation of work, which ACP says is especially crucial during the dry season in Panama.<\/p>\n<p>\u201cWhile we prepare to take actions allowed within the contract to reactivate the project, we maintain open to the possibility of reaching an agreement and that is why we are making this effort,\u201d said Jorge L Quijano, Panama Canal administrator.<\/p>\n<p>The proposal does not increase the contract price or accepts any of the claims, which must be presented following the mechanisms established in the contract.
