However, a mechanism will be required to value and transfer assets, including land, when this transfer takes place.<\/p>\n<p>The government has tried to introduce privately run port authorities for more than ten years, although has had to fight strong opposition.<\/p>\n<p>Meanwhile, the Environment Ministry is poised to grant blanket approval for major ports to implement their master plans, rather than each having to seek individual approval.
