meeting adopts revised  ship emissions regulations"},"content":{"rendered":"<p>The main changes to MARPOL<span> <\/span> Annex VI will see a progressive<span> <\/span> reduction in sulphur oxide (SOX)<span> <\/span> emissions from ships, with the global<span> <\/span> sulphur cap reduced initially to<span> <\/span> 3.50% (from the current 4.50%),<span> <\/span> effective from 1 January 2012; then<span> <\/span> progressively to 0.50 %, effective<span> <\/span> from 1 January 2020, subject to a<span> <\/span> feasibility review to be completed no<span> <\/span> later than 2018.<span> <\/span> The limits applicable in Sulphur Emission Control Areas (SECAs) will be reduced to 1.00%, beginning<span> <\/span> on 1 July 2010 (from the current<span> <\/span> 1.50 %); being further reduced to<span> <\/span> 0.10 %, effective from 1 January<span> <\/span> 2015.<span> <\/span> Progressive reductions in nitrogen oxide (NOX) emissions from marine engines were also agreed, with the<span> <\/span> most stringent controls on so-called<span> <\/span> \u201cTier III\u201d engines, i.e. those installed<span> <\/span> on ships constructed on or after 1<span> <\/span> January 2016, operating in Emission<span> <\/span> Control Areas.<span> <\/span> The revised Annex VI will allow<span> <\/span> for an Emission Control Area to be<span> <\/span> designated for SOX and particulate<span> <\/span> matter, or NOX, or all three types<span> <\/span> of emissions from ships, subject to<span> <\/span> a proposal from a Party or Parties<span> <\/span> to the Annex, which would be<span> <\/span> considered for adoption by the<span> <\/span> Organization, if supported by a<span> <\/span> demonstrated need to prevent,<span> <\/span> reduce and control one or all three<span> <\/span> of those emissions from ships.<span> <\/span> The revised Annex VI will enter into force on 1 July 2010, under the tacit acceptance amendment<span> <\/span> procedure.<span> <\/span> MARPOL Annex VI Regulations for the Prevention of Air Pollution from Ships entered into force in<span> <\/span> May 2005 and has, so far, been<span> <\/span> ratified by 53 countries, representing<span> <\/span> approximately 81.88% of the gross<span> <\/span> tonnage of the world\u2019s merchant<span> <\/span> shipping fleet.<span> <\/span> The MEPC also adopted amendments to the associated NOX Technical Code, to give a<span> <\/span> revised NOX Technical Code 2008.<span> <\/span> The amended Code includes a<span> <\/span> new chapter based on the agreed<span> <\/span> approach for NOX regulation<span> <\/span> of existing (pre-2000) engines<span> <\/span> established in MARPOL Annex<span> <\/span> VI, and provisions for direct<span> <\/span> measurement and monitoring<span> <\/span> methods, a certification procedure<span> <\/span> for existing engines, and test cycles<span> <\/span> to be applied to Tier II and Tier III<span> <\/span> engines.<span> <\/span> Revised Guidelines for Exhaust<span> <\/span> Gas Cleaning Systems and<span> <\/span> Guidelines for the development of<span> <\/span> a VOC management plan were also<span> <\/span> adopted.<span> <\/span> Speaking following the adoption<span> <\/span> of the MARPOL Annex VI<span> <\/span> amendments, IMO Secretary-<span> <\/span> General Efthimios Mitropoulos<span> <\/span> hailed the landmark achievement as<span> <\/span> \u201ca monumental decision in IMO\u2019s<span> <\/span> history, a decision that proves,<span> <\/span> once again, that the Organization<span> <\/span> is focused, united and relevant as<span> <\/span> the international body capable of<span> <\/span> dealing with all items on its agenda,<span> <\/span> an organization that sets global<span> <\/span> standards in a global environment\u201d.<span> <\/span> The revised measures are expected to have a significant<span> <\/span> beneficial impact on the<span> <\/span> atmospheric environment and on<span> <\/span> human health, particularly that<span> <\/span> of people living in port cities and<span> <\/span> coastal communities.<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Marine Environment  Protection Committee (MEPC)  of the International Maritime  Organization (IMO) unanimously  adopted amendments to the  MARPOL Annex VI regulations  to reduce harmful emissions from  ships even further, when it met  in October for its 58th session at  IMO\u2019s London
