In particular there are doubts as to whether this cap can be effectively enforced.<\/p>\n<p>Anna Larsson, chair of the Trident Alliance, an initiative dedicated to promoting robust enforcement of sulphur regulations, said: \u201cThe 0.1% sulphur limit in Emission Control Areas has now been in place for over a year, and still significant gaps in enforcement remain.<\/p>\n<p>\u201cHowever, the enforcement challenges of the ECA zones pale in comparison to what authorities will face at the implementation of the global sulphur cap. Given how critical it is for both environment and business, this challenge cannot be shied away from no matter how difficult it may be to resolve,\u201d she added.<\/p>\n<p>Robin Meech, chairman of IBIA, the voice of marine fuel users and suppliers, echoed Ms Larsson\u2019s concerns: \u201cAt the moment, it is proposed that the flag states will be responsible for enforcing the global cap.
