{"id":1967,"date":"2013-03-27T17:50:00","date_gmt":"2013-03-27T17:50:00","guid":{"rendered":"https:\/\/portstrategy.nfdtesting.uk\/greenport-congress\/2013\/03\/27\/virginia-votes-restructure-not-privatisation\/"},"modified":"2026-08-27T13:34:54","modified_gmt":"2026-08-27T12:34:54","slug":"virginia-votes-restructure-not-privatisation","status":"publish","type":"post","link":"https:\/\/www.portstrategy.com\/greenport-congress\/news\/north-america\/virginia-votes-restructure-not-privatisation\/","title":{"rendered":"Virginia votes restructure not privatisation"},"content":{"rendered":"<p>The decision follows an intensive 18 month review of port operations, including the evaluation of two private proposals to assume operations of the port \u2013 which it has now discounted.<\/p>\n<p>VPA\u2019s board said that it discounted the unsolicited proposals for the long term concession of operations at the port from APM Terminals, Inc. and Virginia Port Partners (VPP) because \u201cneither proposal accurately reflected the potential net present value of the state\u2019s terminals and revenue potential.\u201d<\/p>\n<p>It determined that the retention and improvement of the public sector operator is a more attractive opportunity for the Commonwealth of Virginia because it would provide more net cash flow and achieve comparable revenues and cargo volumes to the private operators.<\/p>\n<p>It also pointed out that because cargo volumes at Virginia are beginning to show improvement following several years of slow growth, it is not considered beneficial to implement a concession at this time.<\/p>\n<p>William Fralin, chairman of the VPA board, said: \u201cWe are transforming The Port of Virginia to meet a changing and increasingly competitive environment.
