{"id":2200,"date":"2015-10-15T16:51:00","date_gmt":"2015-10-15T15:51:00","guid":{"rendered":"https:\/\/portstrategy.nfdtesting.uk\/greenport-congress\/2015\/10\/15\/wider-funding-options-for-california-ports\/"},"modified":"2026-08-27T13:36:18","modified_gmt":"2026-08-27T12:36:18","slug":"wider-funding-options-for-california-ports","status":"publish","type":"post","link":"https:\/\/www.portstrategy.com\/greenport-congress\/news\/concessions-investments\/wider-funding-options-for-california-ports\/","title":{"rendered":"Wider funding options for California ports"},"content":{"rendered":"<p>The <a href=\"http:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201520160SB63\" target=\"_blank\">Senate Bill 63<\/a> will promote the continued competitiveness of California ports, especially Los Angeles, Long Beach and Oakland \u2013 three of the six largest US container ports \u2013 by providing a new tax increment financing mechanism for seaport infrastructure.<\/p>\n<p>A Seaport Infrastructure Financing District will have the authority to fund both traditional transportation as well as environmental improvement infrastructure at seaports.<\/p>\n<p>Mike Jacob, vice president and general counsel of the Pacific Merchant Shipping Association (PMSA), which supported the bill, said: \u201cNow, our Ports must pay for new investments in the next generation of infrastructure and environmental quality improvements. With SB 63, the state is providing new financing options to our ports and looking towards adding new cargo capacity and pursuing the next generation of air quality improvement projects.\u201d<\/p>\n<p>Under the provisions of SB 63, seaports may now work with local cities and counties to create local Seaport Infrastructure Financing Districts, which can underwrite revenue bonds in anticipation of future tax revenues generated from growth in the flow of cargo through California\u2019s seaports.
