Instead, individual operators have struck local pre-agreements with local representatives of stevedoring unions, thereby ensuring that strikes in those terminals ended.<\/p>\n<p>In his resignation letter, Mr Coello pointed out that reform of the sector had aimed to establish freedom of contract and open up what had previously been a closed shop.
