The project stalled last year due to disagreement on some details but the amendments are now expected to move forward after the DSC meeting in September, to be referred back to MSC 87 in May 2010 for approval and adoption.<\/p>\n
“We then expect that if everything goes according to plan, by summer next year this new Annex 14 to the CSS Code will be published and adopted,” says ICHCA. “It is aimed at design changes for new ships, but also refers to existing ships and what can reasonably be expected to be done on these.”<\/p>\n
The guidelines for existing ships are likely to be recommendations, while those for new ships will become mandatory. The new code has a heavy emphasis on the need for ongoing training.<\/p>\n
“Once agreed and adopted, it will be for the container terminal industry and shipping company customers to work out what, if anything, needs to be done with individual ships that come into the terminals to bring them up to standard where necessary – and a lot of them have nothing that needs to be done,” says ICHCA.<\/p>\n
Of course, there is only so much that can be done on existing ships: “You can’t say the ship has to be entirely redesigned or reconfigured on deck – that is not reasonable.”<\/p>\n
But some of the answers are as simple as a tin of paint, says David Tozer. LR’s ECL rules are aimed at both new and existing ships. “The design for new ships is important, but there is also a fleet of containerships which, with a little bit of investment, could be made a lot safer for the stevedores retrospectively,” he says.<\/p>\n
“A lot can be done with a tin of paint – marking out tripping hazards, for example. Bridging platforms and effective fall protection can be installed. Simple grating can be used to cover holes. The IMO subcommittee on dangerous goods, solid cargoes and containers (DSC) has produced draft amendments to the Code of Safe Practice for Cargo Stowage and Securing (CSS Code), addressing problems associated with access to lashing points on containerships.
