We recognise that issues could only become clearer as it rolled out around the UK.&#8221; He said it had become clear that Hull and Goole was not being singled out for special treatment, and equally that what has been taking place was not a trial.<\/p>\n<p>&#8220;Rating must be fair and equitable. Ports and their customers are vital to the UK and we must avoid harming them.
