{"id":8351,"date":"2011-11-11T00:15:00","date_gmt":"2011-11-11T00:15:00","guid":{"rendered":"https:\/\/portstrategy.nfdtesting.uk\/greenport\/2011\/11\/11\/aviation-model-may-answer-challenge\/"},"modified":"2026-08-27T14:41:47","modified_gmt":"2026-08-27T13:41:47","slug":"aviation-model-may-answer-challenge","status":"publish","type":"post","link":"https:\/\/www.portstrategy.com\/greenport\/news\/equipment\/aviation-model-may-answer-challenge\/","title":{"rendered":"Aviation model may answer challenge"},"content":{"rendered":"<p>Dr Richard Colwill, of BMT Asia Pacific (HK) told PS that it may be time to challenge the age-old tradition of the captain as being the only decision maker of vessel movement while ships transit certain ports.<\/p>\n<p>He notes that it\u2019s a difficult area, but pointed out, \u201cWhile air traffic control is the single arbiter of operations in airway terminals, marine law still points to the captain, even though vessel traffic control is the only one to have a full overview of operations.\u201d<\/p>\n<p>He added that it is essential to achieve better integration of information between mariners and the ports\u2019 Vessel Traffic System (VTS). Dr Colwill was involved with recent sea trials of the \u201cSafePort\u201d architecture where participating vessels share their paths and schedules with the VTS, and he sees this as one possible way forward.<\/p>\n<p>Further, he adds that the rise in volumes, especially in Asia, is having an effect. \u201cIn certain ports the radar is quite literally alight with fishing and coastal craft all mixing with the bigger ships.
