Port Strategy <\/i>spoke to the Port of Virginia following the deadline and learned that two alternative proposals have been received and that the authority is now in the process of reviewing the applications to determine if they meet the submission criteria.<\/p>\n
Ryan Pedraza, office of Transportation Public-Private Partnerships, Port of Virginia, said to PS<\/i>: \u201cWe do not plan to disclose publicly the identity of the proposers or the scope of the proposals until we have had an opportunity to perform the responsiveness check and to brief the Virginia Port Authority Board of Commissioners on August 22.\u201d<\/p>\n
This is an interesting development though because at the end of May, PS<\/i> revealed that APM Terminals had submitted an unsolicited proposal to the Virginia Port Authority to operate both the authority\u2019s state owned and leased terminals. This was viewed as a strategic move by the operator as part of its growth strategy and to get cargo flowing more efficiently.<\/p>\n
But the Commonwealth\u2019s P3 legislation and accompanying implementation guidelines do require the submission of competing\/alternative proposals in response to an unsolicited proposal. “The process is intended to create competition, even when a private entity brings a concept to the Commonwealth (in the form of an unsolicited proposal) rather than responding to a solicitation”, Mr Pedaza added.<\/p>\n
