A spokesman says $16m will be spent in the financial year to July 2013: \u201dAbout $6m will be spent on Clean Air Action Plan measures, which includes $2m for the Vessel Speed Reduction Program and an estimated $450,000 to launch the Environmental Ship Index incentive program encouraging ocean carriers to deploy their cleanest vessels to Los Angeles.\u201d<\/p>\n
Seattle shows a similar trend. Compared with 2005, ocean-going vessels have reduced emissions 16%, although harbour vessel emissions are up 7%; locomotives – down 24%; cargo-handling equipment \u2013 down 40%; heavy-duty vehicles – down 52%; fleet vehicles – down 47%. Specific reductions in emissions have been: nitrogen oxides 14%; volatile organic compounds 40%; sulphur oxides 14%; particulate matter (PM10) 16%; fine particulate matter 16%; diesel particulate matter 16%; and CO2 5%.<\/p>\n
But while anti-pollution efforts are impressive, the environmental lobby is not going away. In the latest uproar, a project to build a coal terminal at Bellingham, just north of Seattle, exporting 48m tonnes a year has drawn such public interest that larger venues have had to be hired and the dates of public hearings postponed.<\/p>\n
Environmental protests are probably at least part of the reason for the reluctance to change the mix between containers and breakbulk, even though breakbulk in many cases brings in easier revenue. The other main consideration is unpredictable world prices.<\/p>\n
Seattle is one of those happy with the existing situation. \u201cWe expect containerised cargo to be the bulk of our revenue source. Our grain facilities have been handling at peak capacity, which is 5m metric tons for the past several years. We don\u2019t expect those annual projections to be exceeded in the coming decades, as we have no plans to build additional facilities.
