The individual terminal operators are imposing a \u2018first in-first out\u2019 scheme in the relocation of cargoes.<\/p>\n<p>\u201cThere\u2019s a significant number of customs-cleared ready to go containers inside Manila which if relocated or withdrawn will provide more elbow room for our port operations,\u201d Christopher Paringit, Philippine Ports Authority, told <i>Port Strategy<\/i>.<\/p>\n<p>\u201cDuring previous years these volumes of containers have not been a problem as port utilisation has been normal. However we have congestion now and every container space in the port will be critical to decongestion.\u201d<\/p>\n<p>Last week PPA said that it <a href=\"http:\/\/www.portstrategy.com\/news101\/world\/asia\/desperate-measures-at-manila\" target=\"_blank\">imposed fines<\/a> for importers for overstaying cargoes as requested by the Cabinet Cluster on Port Congestion. It told owners that unclaimed boxes would be seized and moved away after a period of fifteen days.<\/p>\n<p>Mr Paringit told <i>Port Strategy<\/i> that the fines will be applied to the owners\u2019 cargo accounts after a five day grace period, in case they shift the boxes on the fifteenth day.<\/p>\n<p>Last month, PPA completed the transfer of 1,035 northbound boxes to Subic using ICTSI\u2019s S3 service. The next consignment will be shipped out during the last week of September.<\/p>\n<p>PPA said that although this is a good short term measure to help relieve the port congestion, it really wants the day time truck ban in Manila (which it said is at the root of the congestion) to be lifted for at least three months.<\/p>\n<p>But it said to solve the problem in the longer term what is needed are bigger and dedicated roads for trade trucks along with dispersing trade outside of the Capital region.
