Ironically, the port could have sought a coastal permit to guarantee full-time access to the area when the Resource Management Act (RMA) was enacted in 1991, but Shakespeare Bay was not developed until several years later.
Seven submissions were made in opposition to the application on the grounds it would hinder access for mooring owners and that it was contrary to RMA management principles.
