The Chittagong Port Authority (CPA) and DP World have signed a 15-year concession agreement for the operation and maintenance of the New Mooring Container Terminal, including its Overflow Container Yard, under a public-private partnership framework.

The agreement aims to improve terminal performance, increase cargo-handling efficiency and strengthen Bangladesh’s connections to regional and global markets.

“This partnership reflects our commitment to strengthening Bangladesh’s maritime and trade infrastructure through the public-private partnership framework,” said Rear Admiral S. M. Moniruzzaman, chair of the Chittagong Port Authority. He added that the agreement would help ease logistics constraints and support long-term economic growth.

Under the concession, the terminal will remain owned by the CPA, while DP World will oversee its operation and maintenance for 15 years.

Essa Kazim, executive chair of DP said DP World would connect the terminal to its international network of ports, logistics infrastructure and supply chain services. The company aims to combine its operational expertise and technology to improve trade links and create opportunities for businesses across Bangladesh.

Invest Bangladesh chair Ashik Chowdhury said the partnership was intended to accelerate trade operations and improve connectivity at one of the country’s key commercial gateways.

Planned improvements include upgrades to civil infrastructure and equipment, digital solutions and operational processes. Priorities include berth planning, yard management, equipment utilisation, preventive maintenance, safety and sustainability.

The partnership is also expected to support workforce training, skills development and the adoption of international operating practices, while creating opportunities for local businesses and workers to participate in regional and global supply chains.

The agreement builds on a 2019 memorandum of understanding between the Government of Dubai and Bangladesh’s Public-Private Partnership Authority to advance strategic infrastructure projects.
