Elaine Darby

Elaine Darby has been in environmental consulting for over 12 years and working with ports on assessing and improving air, water, and sediment quality. Prior to consulting, Ms. Darby worked for Dow Chemical as a research and development and production engineer. Since 2012, Ms. Darby has assisted Maryland Department of Transportation Maryland Port Administration (MDOT MPA) with assessing current air emissions and developing sustainable strategies for short-term and long-term air emission reductions. Starting in 2016, Ms. Darby designed and lead an innovative algae-to-energy project sponsored by U.S. Department of Transportation Maritime Administration and MDOT MPA integrating an algal flowway that removes nutrient from the Patapsco River with an algal digester to produce biogas for fuel to a fuel cell on site at MDOT MPA’s Dundalk Marine Terminal. Ms. Darby has also worked closely with the Ports of Los Angeles and Long Beach in their efforts to respond to the Toxics Total Maximum Daily Load (TMDL) through participation on the Harbor Technical Working Group and implementation of California’s Sediment Quality Objectives for compliance with the TMDL.

Ms. Darby has Master’s degrees in Environmental and Water Resources Engineer and Chemical Engineering and is a licensed professional engineer. She is currently a partner with Anchor QEA, LLC, a national environmental engineering consulting firm.
