Francis Taylor

Mr. Francis Taylor is a retired United States Postal Service career employee who holds an Associate Degree from the Community College of Baltimore County. He has Chaired the Dredge Material Management Program (DMMP) Citizen’s Advisory Committee(CAC) since 2005. He also sits on several additional DMMP Committees including the DMMP Executive Committee, DMMP Management Committee, The Hart Miller Island Citizen’s Oversight Committee, and the Baltimore Harbor Team.

Mr. Taylor has been active in community outreach for several current projects including the Masonville Cove, Cox Creek, Pearce Creek and the Poplar Island containment sites. His role is to keep in constant contact with lawmakers, community leaders, Port stakeholders, and concerned citizens with regard to dredging and the placement of dredged material issues.

Mr. Taylor is President of the North Point Peninsula Council, Inc, a Port stakeholder and partner for over thirty years.
