Germany and Latvia partner on port digitalisation

The agreement between both public and private sectors targets key challenges in port infrastructure management across the Baltic Sea region.

Signatories include LMT, the Freeport of Riga, the Port of Hamburg, the Electronic Communications Office of Latvia, the Fleet of Hamburg and LVR Flote.

“I look forward to the joint cooperation that we are beginning with the signing of this document,” said Jens Meier, chief executive of Hamburg Port Authority.

“Exchanging ideas and learning together is invaluable in general, but especially when it comes to technology. This is strengthened by cooperation such as this.”

The memorandum of understanding outlines a two-year plan to identify sector challenges and develop joint digital solutions through proof-of-concept demonstrations. It builds on a history of Latvian-German collaboration in port development and follows recent bilateral visits and demonstrations of maritime technologies.

The agreement will be implemented through two dedicated workgroups: the Port Connectivity Working Group, focusing on mobile network infrastructure such as 5G private networks, and the Smart Infrastructure and Cybersecurity Working Group, which will address intelligent monitoring, AI-driven analytics and cybersecurity in ports.

Each group has already begun planning and aims to complete key activities within the two-year timeline. Coordination will be led by Arturs Lindenbergs, LMT’s innovation development lead.

This initiative forms part of the Techritory platform and is supported by the Investment and Development Agency of Latvia under the Innovative Business Development Programme for SMEs, with funding from the European Regional Development Fund.
