Future-ready bunkering for European ports

The voluntary Bunkering Services Initiative aims to offer a new gold standard for port bunkering operations across one of the world’s largest marine fuel hubs.

Unified process

Developed by leading marine fuel buyers and suppliers, the framework delivers unprecedented transparency around fuel quantity and quality, supporting safer, more efficient port bunkering at a critical moment for the energy transition.

Founding participants, from both the buying and supplying sides of the ARA bunker market include: bp Marine, Cargill, Frontline, Hafnia, Hapag‑Lloyd, Mercuria, Minerva Bunkering, Oldendorff, Trafigura, TFG Marine, Unifeeder and Vitol, as well as other significant industry players.

Lloyd’s Register will act as system auditor carrying out checks on barges, while ADP Clear Pte Ltd will be its technology partner for multi-party workflows, real-time reporting and verifiable performance metrics.

As the maritime sector prepares for alternative fuels, consistent and verifiable bunkering practices are becoming essential to sustainable port operations.

Since its unveiling in July 2025, supplier participants have onboarded bunker barges, installed Internet-of-Things-enabled hardware and trained crews in enhanced safety protocols and mass flow metre best practices.

All barges operate with certified MFMs integrated into a real-time reporting platform, while unannounced inspections safeguard ongoing compliance. Fuel testing companies also provide laboratory results directly into the system, offering full traceability from shore tank to final delivery.

By strengthening port bunkering standards today, the initiative aims to provide a scalable foundation for safer port operations and the secure handling of alternative fuels, reinforcing the ARA region’s role as a global leader in sustainable, future fuel ready bunkering going forward.
