Hong Kongs green fuel bunkering plan

Aligned with the International Maritime Organization’s (IMO) net-zero targets by 2050, the plan outlines strategies to promote green fuels like LNG and green methanol.

“This Action Plan underscores Hong Kong’s commitment to green shipping,” said Lam Sai-hung, Secretary for Transport and Logistics, Government of Hong Kong.

“By advancing port bunkering and infrastructure, we aim to become the region’s premier green maritime fuel center while supporting global emissions reduction.”

Ambitious goals

Key measures of the plan include infrastructure upgrades, emission reduction incentives, and partnerships to strengthen the supply chain for sustainable fuels.

The plan sets ambitious goals, reducing carbon emissions from Hong Kong-registered ships by 11% by 2026 and achieving 30% lower emissions at Kwai Tsing Container Terminals by 2030.

It also seeks to offer over 60 annual bunkering services using green fuels by 2030.

Key initiatives include allocating land for fuel storage, conducting Hong Kong’s first LNG ship-to-ship bunkering demonstration in 2025 and introducing a Green Maritime Fuel Bunkering Incentive Scheme to attract pioneer enterprises.

The government’s $200 million investment in port infrastructure reflects its resolve to meet rising international demand for sustainable maritime services.
