Huelva biofuels hub wins €105m backing

The new port infrastructure will modernise logistics operations at Moeve’s La Rábida Energy Park and Exolum’s nearby facilities while strengthening Europe’s energy transition and strategic autonomy.

“Muelle Sur is a critical logistics asset for advancing the energy transition and strengthening Europe’s autonomy,” said Carmen de Pablo, CFO and director of strategy, sustainability and M&A at Moeve.

“This financing agreement supports a project that will enable us to improve efficiency and secure the logistics capacity required at our Huelva facilities to advance our green molecule projects.”

Biofuels hub

The financing, provided by BBVA and Kutxabank under a project finance model, enables the continued development of Muelle Sur, a strategic logistics and maritime transport hub that is already more than 50% complete. 

It’s a development which includes construction of a new 511m berth within the Port of Huelva’s Outer Harbour, designed to improve vessel loading and unloading operations while increasing logistics flexibility and operational safety.

Once complete, the facility will serve as a key gateway for sustainable feedstocks and products linked to Moeve’s new second-generation biofuels plant, part of what is expected to become southern Europe’s largest 2G biofuel complex.

The upgraded port infrastructure will also improve the handling and distribution of renewable fuels, enhancing supply chain resilience and supporting more sustainable maritime logistics.

Alongside operational efficiencies, the investment reinforces the role of modern port construction projects in enabling industrial decarbonisation, supporting Europe’s transition to low-carbon energy systems and strengthening long-term energy security through advanced logistics capabilities.
