The sell-off quandary

Although the majority opinion is that cargo handling should be privatised, others say that the existing regulatory framework will mean privatisation will make the port more inefficient.

Kenya Transport Association has said that the government has no right to be in the port operations business and that the Kenya Ports Authority should simply become a landlord authority.

For its part, the World Bank believes that existing facilities will not be able to handle future traffic growth.
