Finland’s gas grid operator, Gasum, is forging ahead with its plan to develop the Fjusä area in Inkoo, into the large scale Finngulf LNG import terminal and it will be developing the Tolkkinen, Porvoo site at the same time.

The terminal development qualifies for an application of funding under the Connecting Europe facility framework

Timo Kallio, project director, Finngulf LNG import terminal, told GreenPort: “We are developing Porvoo too at the same time so there is no change in that respect. The site location inside Inkoo was changed and the EIA for new Inkoo site has begun.”

The terminal will ship in liquefied natural gas (LNG) sourced from the world market by special purpose vessels, which will then be imported into Finland.

The project is an initiative listed on the Projects of Common Interest list adopted by the European Commission which means that it can apply for financial investment support under the Connecting Europe facility framework.

The EU support can only be granted to one of these investments. One of the criteria is that the terminal must serve multiple EU Member States. This means that another prerequisite is the Baltic connector pipeline between Finland and Estonia going ahead.

The decision on the grant will be made during 2014. Meanwhile, the EIA report should be completed by autumn 2014. The construction phase could begin after that, enabling the completion of a full-scale terminal in late 2018.
