Oakland plans congestion alleviation trial
Oakland plans to trial a congestion mitigation scheme for an initial one-year term to improve cargo flow.
Modelled on Los Angeles’ successful decade-old PierPass programme, the so-called OakPass scheme will charge shipping lines a fee to move containers in the day which will in turn fund Saturday opening of the port’s gate.
Port of Oakland executive director Chris Lytle asked the Federal Maritime Commission to approve the scheme in a letter, proposing that it is subject to a 45-day FMC review.
The plan will allow the port’s four international marine terminals to benefit from Saturday gate opening.
