Criticism of Moín build oversight
In Costa Rica, the Infrastructure Division of the Comptroller Generals Office has asked for better supervision of the concession contract for the Port of Moín, which is being developed by APM Terminals.
A report issued by the body looked into Phase 2A of the construction of Terminal de Contenedores de Moín (TCM), or Moín Container Terminal. It acknowledged that TCM is one of the most important investments being made in Costa Rica, with finance of $1bn.
However, weaknesses were identified in the application of supervisory measures related to the work and use of equipment.
These, it suggested, came from a lack of capacity to do such work.
Other concerns were raised about the overall structure of how checks were being undertaken by the Audit Body.
Here, oversight functions were assumed by the control body — which reports to the Technical Secretariat of the CNC and not to its Board of Directors — which then later must report to the Board of Directors.
