Puerto Rico begins recovery after hurricane

Initially, a shortage of fuel on the island made it difficult for transport companies to source petrol, so movement of containers to and from the docks had been limited. There had also been infrastructure damage to the road network, which had also hampered ease of movement.

However, the most debilitating aspect had been the loss of the digital network, which crashed, forcing the ports on the island to move to an entirely manual system, which meant having to physically check off goods against a paper manifest.

Several of the most important distribution centres on the island had also been unable to function given no Internet access, slowing down the dispatch of cargo to a crawl. Nevertheless, emergency aid had still managed to get through.
