ICTSI appeal triggers tender review

Costa Rica’s Office of the Comptroller General of the Republic has accepted an appeal filed by International Container Terminal Services over its exclusion from the Puerto Caldera port terminal tender process, launching a detailed review into alleged irregularities surrounding the contract award

The CGR announced on 12 May that the appeals had been accepted for processing and granted both the Costa Rican Pacific Ports Institute and the awarded bidder five business days to respond to the allegations and provide supporting evidence.

ICTSI alleges that INCOP improperly changed the methodology used to calculate the debt-to-equity ratio during the evaluation process without technical justification.
