Billions for airline security, pennies to ports

Helen Delich Bentley, former Chairwoman of the Federal Maritime Commission, has called on US Congress to reconsider pending legislation that requires private sector terminal owners and the nations seaports to absorb nearly all the costs involved in a massive security overhaul of Americas maritime industry.
