Brazil to open up port services
A proposal before the Brazilian parliament would make it possible for domestic ports to issue international tenders when undertaking major dredging programmes.
The aim is to reduce the price ports have to pay for this service and also to increase quality, which will be achieved through the introduction of new and better technology.
Meanwhile, the way in which pilot services in Brazilian ports are undertaken is to be modified in 2008 with the aim of making them cheaper.
At the moment, the pilot company in each port has an effective monopoly. However, the government is aiming to train more pilots and therefore introduce competition in this sector.
Brazil says it currently has some of the highest port charges in the world, with half of all these being levied by pilots.
