Antaq forced to delay new terminal tenders
Brazils Nation Waterway Transport Agency (Antaq) has had to put back the release of tenders covering new terminal concessions because of a fault at the regulatory agency, which failed to answer a series of questions put to it by interested consortia.
In total, 48 queries were not answered by the original bidding deadline because of a technical hitch. Antaq has therefore had to put back the tender until the end of April at the earliest.
All six tenders are for terminals in ports in the state of Pará, which are estimated to generate combined revenues of $1.71bnover the course of the 25-year concession period. Two are in Santarém (one to dispatch soy and a second for iron ore), while in Outeiro there are three, all for the handling of grain. In Vila do Conde, the tender issued in December 2015 covering a soya handling facility is to be re-issued, after it generated no interest last time around.
In the last round of tenders, three concessions were awarded in the Port of Santos, totalling $120m. However, there are suggestions in Brazil that the timing of the new tender has been poorly chosen, given a serious downturn in the global market for agribulk.
