PMSI WINS MULTIMILLION DOLLAR CONTRACT FOR FREETOWN SCANNER
PMSi, is to install and operate a scanner at the port of Freetown, Sierra Leone to scan all containers entering and exiting the countrys main port. PMSi has a ten-year concession agreement for the scanner on a BOT basis.
He adds that ships could also be used by terrorists as delivery systems or even sunk in main river channels. “You could imagine somewhere like the river leading up to the port of Houston. If someone sunk a large vessel within that channel, considering that I believe 7080% of US petroleum goes up that river it would cause an absolutely horrendous economic impact.” As a result of this perceived threat the IMO drew up the International Ship and Port Facility (ISPS) Code, but is enough being done to prevent terrorists striking the maritime sector?
The scanner will be used for a variety of purposes including identification of revenue evasion, false declarations of quantity and value of goods and illegal trafficking of contraband, narcotics and arms. PMSi plans to have the scanner installed and the staff recruited and trained by the end of the year.
