Los Angeles considers reduced import tariff for zero-emission vehicles
In early May the Port of Los Angeles announced that it was planning to become the world’s first port to offer a reduced tariff for zero-emission vehicles imported into the US. The reduced-fee incentive proposal follows the decision by Chinese manufacturer BYD Auto Company Ltd to locate its North American headquarters in Los Angeles and use the port as a gateway to import its vehicles.
The port is proposing to introduce a “zero-emission vehicle tariff measure” that would provide a 15% reduction of the wharfage rate for any battery electric vehicles. The proposed tariff reduction will be brought before the California Ports Authority, the Los Angeles Harbor Commission and the Los Angeles City Council within the next two to three months, with the aim of enacting the provision by September. Governor Arnold Schwarzenegger commented: “California’s market-friendly energy and environmental policies are playing a vital role not only in making California more energy secure but also in bringing companies like BYD to our state.” BYD is selling the world’s first mass-produced plug-in hybrid vehicle and earlier this year in Shenzhen, China, introduced the first electric car which is independent of specialised charging stations.
