The South Carolina State Ports Authority (SPA) is providing the funds in partnership with the City of North Charleston and the Low country Alliance for Model Communities (LAMC), a group of seven neighbourhoods near the new Navy Base container terminal site for a ground-breaking $4-million community mitigation project.
