US EPA opts to cap PCBs

There is a significant environmental hazard from PCBs as a result of previous decades of industrial activity. The EPA has decided to bury and cap PCB-laden silt using an underwater Confined Aquatic Disposal cell in order to speed up the process. Higher level contamination will still be dredged and removed off site. It was estimated that dredging alone would not remove contamination in the lower area of the harbour for a decade or more.
