ISPS charge challenged
HPHs decision to charge shippers and consignees $10.20 per export container and $19.80 per import container at Felixstowe, to recover the cost of complying with the ISPS Code, has been receiving mixed reviews with the British International Freight Association challenging the legality of the levy. HPH says the charges have been set based on a government assessment which determines what needs to be spent at each port, with charges being set on a port by port basis.
“Port authorities and facility operators are expected to comply with the new security regulations at a cost of billions of dollars. Federal help is simply imperative in order to make that expectation reality.”
Meanwhile ABP is considering a per ship charge to recover the cost of security enhancements at its ports and Forth Ports is discussing a “fair and equitable” solution with its customers.
