Capital shortage holds up Saigon
Plans to move cargo terminals away from the Saigon River outside Ho Chi Minh City are unlikely to be fulfilled before 2010, because of a lack of investment capital.
To date, only New Port has been transferred to the Cat Lai district. The proposed Saigon Port Container Terminal has been similarly delayed, because of difficulties in raising the necessary $395m to build it.
